The second “I am He” is not just one sentence, and with a request instead.
Please read John 18:7-9
7 Again He asked them, “Whom do you want?” And they said, “Jesus the Nazarene.” 8 Jesus answered, “I told you that I am He; so if you want Me, let these men go on their way.” 9 This was to fulfill and verify the words He had spoken, “Of those whom You have given Me, I have not lost even one.”
This was the near very first Name ever said by God, I Am, and Jesus here is telling us that He is that I Am He. Here He’s fulfilling another prophecy as He agrees to walk through this as He promised and as the plan He and the Father agreed to.
